Recipe book previews do not display their tooltips when hovered over while the recipe book is closed

The Bug:

Recipe book previews do not display their tooltips when hovered over while the recipe book is closed.

Steps to Reproduce:

1. Switch into survival mode and open the recipe book.

2. Click on any recipe that you don't have sufficient resources to craft, and then close the recipe book.

3. Hold your mouse cursor over any of the recipe book previews.

4. Take note as to whether or not recipe book previews display their tooltips when hovered over while the recipe book is closed.

Observed Behavior:

Recipe book previews do not display their tooltips.

Expected Behavior:

Recipe book previews would display their tooltips.
