[MC-234607] Redstones on dispensers turn into items when first time loading a structure by structure blocks.

I was trying to load my redstone machine from a structure,but the machine didn't work after the first time loading.I checked the machine and found that all the redstones on those dispensers(filled with TNT) turned into items.At first,I think it's my problem, but after 6 tries on 6 versions of Minecraft, I finally found out it's the game's bug.
