This is pretty much the same core issue as MC-143508 (falling blocks not being pushed up/turned to block when hitting a moving block)
And just for reference, just because you report it, doesn't make it a bug; there've been plenty of things people thought were bugs that got resolved as intended.

You're pushing the still blocks into the falling blocks (falling blocks are entities, not blocks) so the falling block cannot land in that space. This causes it to drop, just as if you would place a torch at the bottom.
