So I've been playing singleplayer minecraft for a few months now, and finally decided to invest in a trident. My spawn location is near a swamp biome, so I thought they weren't spawning there and didn't really think much about it. I got the elytra pretty early and used rockets. When I started looking through ocean biomes, I realized they weren't spawning in general. I created another world in creative and went to look around, and they didn't spawn in that world either, and I checked every biome they can spawn in. I remember playing 1.16 on bedrock, and there would usually be hordes of them no matter what difficulty I was on. I haven't checked this issue on bedrock yet, but I don't think they have this issue as my sister plays bedrock and she always complains about them killing her.
I also checked if they can be made, so i lured a zombie into a body of water, and he turned into a drowned.

Cannot reproduce issue; drowned are spawning normally for me.
Also, the fact that converted drowned never hold tridents is an intended feature.
I had the same problem drowneds didnt spawn so often so i decided to make a trident farm which it worked . But for the farm to work I had to stay afk 115 blocks above the base the farm was build upon (time depends on you for how long u are willing to stay afk). Also in JAVA converting zombies to drowneds will not make them spawn/convert with the trident in their hands.
