When I make a new world I go to world options and hold shift and click through the options but there is no debug option.

As stated above by @unknown, you now have to hold down the ALT key instead of the SHIFT key in order to access the debug world. This ticket duplicates MC-213889 which was later resolved as "Works As Intended".
