[MC-2362] Item frames disappear without drop when a block is placed in their position

Whenever you place a block in the place where an item frame was, the block gets placed, though the item frame and item in the frame disappear, dropping nothing at all.

(I thought there was a bug more specific to placing blocks over item frames but was unable to find it again)

Either fixed or unable to reproduce. On my dev-version after a short amount of time the itemsframes AND items pop out of the block.

Under all the buttons like items and store and so on is a tiny place, where it's everytime grey and it blinks very fast just in 2 different grey colours. I have a Huawei Mate 20Pro
