Just created a new world in the latest snapshot and had just begun flying around in creative when I suddenly experienced a lokal area in the middle of the sky with a lightlevel of 0 despite it being in the middle of the day and no blocks are above.
The area extends around 14 blocks in height and affects an area of 4 chunks in an L-shape.
Closing the world and opening it again fixed the problem.

This doesn't appear to be fixed I was able to reproduce this in 21w44a with seed: 6096398867447645570 coordinates: /execute in minecraft:overworld run tp @s 4610.97 85.77 -1543.10 -262.35 6.45
I think I stumbled upon something similar in 1.18.1, though I'm not sure. I found two areas unobstructed from the sky, yet were dark. Upon flying high enough, the light level returned to normal. I've got some images, maybe they'll help.

I would like to add that I managed to fix the odd lighting by placing glowstone around where it’s a light level of 0 and 15 (like up in the sky where the issue occurred). I then broke the glowstone and the area was no longer bugged. Somehow updating the area fixed it so it must be something with original generation.
Oh, someone beat me to it. Here's the description from my duplicate issue MC-236657:
> Above a certain Y level, the light level of blocks darken. This Y level seems to vary based on how high the blocks are when you load the world. When I generate a world, it's usually around 175, but when I leave and reenter the world near my tower, that height increases.
