Mobs do not avoid pathfinding into powdered snow even if they can pathfind around

This affects Zombies chasing Villagers, chased Villagers, breeding animals etc.

This is intended the only mob that can path find around Powder Snow is goats

I think it’s intended too. Perhaps this should be marked as “works as intended”.

WAI as per MC-205046 and the fix of MC-205169.
