[MC-236862] Grass & Flowers doesn't generate on snow blocks in 21w37a

The Bug

In the experimental snapshots foliage such as grass & flowers were able to generate on snow blocks. In 21w37a this is no longer the case.

Can confirm, but might be intentional given that you can't place grass or flowers on snow blocks.

Are we sure this is intended? Seems it’d make sense for them to generate on snow, but more importantly, it could be the cause of MC-236698 as I assume trees would only generate where vegetation (like grass) can generate.

Maybe this should be reopened? I doubt Henrik would’ve picked up something that works as intended.
