[MC-237072] Water doesn't refesh alone

I created a map yesterday.

Trying to play, i found an azalea tree, i try to go down with water on the next block to flow.

But no, need to deco/reco to make water refresh.

I can empty almost 30 blocks of water in an ocean without water coming back
