When placing torches or removing/placing water with bucket, sometimes adjacent water source block will not fill the block. Placing block next to source do not update it. Reloading world or sometimes crossing chunk border will update it somehow. Lava also affected.

While playing on Minecraft 21w37a, I have noticed a similar bug related to this one. At first I wanted to report that bug, but then it may end up being a duplicate of this one. All liquids (ie. both water and lava) seem to have completely stopped flowing, regardless of whever they were placed from buckets or generated by the world generator. When a new world is created, the generated water and lava do not flow either. Placing and breaking blocks next to them does not seem to be making them flow either.
I think its somewhat dependent on the height at which you are placing the flowing block. I checked several times and found that below y=0 most of the time they are not updating. But when I am placing the block close to the surface it is flowing and also updating as I go on digging till bedrock.
I've observed the same issue: Despite confirming that the internal server is running at 20 TPS, liquids will cease propagating for no evident reason. Applying block updates doesn't resolve the issue
