[MC-23750] You can't break boats/minecarts while you are sitting in them

You can't break boats/minecarts while you are sitting in them.

1. Get in boat.
2. Travel.
3. Near next coast try to punch boat with axe.
4. Nothing happends
5. Boat is crashing to the coast (rage meme)
