[MC-237756] You can Open Minecart with Hopper/Chest even when Sneaking

When you sneak, you are supposed to not be able to open chests, barels, hoppers, etc. But if it is in a minecart, you can still open it, sneaking.

Sneaking not opening blocks is not because they have guis, sneaking prevents BLOCK interactions; no such behavior for entities was ever announced/mentioned by Mojang.
