When trying to use the Enchanting Table on your Fishing Rod the only option you can seem to get is the Unbreaking Enchantment. Placing your cursor over any other option doesn't show the Enchantment name and you cannot get your Fishing Rod enchanted by clicking on it.

To reply to Dawn's comment I tried that and it got Lure II now. For some reason this is influenced by bookshelves like they said. But if that was the case then shouldn't the two "options" in the picture be blank if I can't select them?

That might be because you're using the enchantment table without any bookshelves around it to upgrade the possible enchants available, and don't have lapis. I just tested this and it enchanted as expected and putting books out gave me the other enchants as expected.
