The command "/fill minecraft:tinted_glass destroy" will instead work as the command "/fill minecraft:tinted_glass" to create tinted glass blocks in the chosen area. It does not makes the glass shattering sound. If the command is used again in the same space as the Tinted Glass, the glass shattering sound will play, Tinted Glass items will appear, but the Tinted Glass will remain.

That's how "destroy" works. It destroys the existing blocks. If the existing blocks are air, there is nothing to destroy.
