[MC-238097] Stony peaks biome displays snowfall with water splashing particles on the ground

When setting weather to rain or thunder, there's a snowfall in the stony peaks biome, but also water splashing particles (like from the rain) on the ground

Steps to reproduce:

Create a world in 21w39a
Find a stony peaks biome
/weather rain
