Datapack crashes 1.17.1 server when launched with .bat file

So whenever I try to launch my server with a datapack using a .bat file (.bat file is there to add more ram) it crashes the server. I tested this with a 1.16.4 server (using the same .bat file and datapack) and it worked fine. I did the same tests on a different computer and got the same results. inside the .bat file it just says java -Xmx3081M -Xms3081M -jar server.jar nogui. I also tried without the nogui and it had the same result of crashing. Not sure what is wrong here.
