Torches don't generate with mineshafts, but the light it produces is still there. Similarly to a light block, but holding a light reveals nothing.
To reproduce, type /execute in minecraft:overworld run tp @s -120.86 2.00 -27.46 1798.33 89.77 at seed -4279087063141824066.
