This issue has been resolved.
This is a Spigot server issue and works fine on vanilla servers.
I can't speak English.
In single player you can see the item frame in the distance, but in multiplayer you can't see the item frame.
If you use a command to fit the map remotely, the map will not be updated only in multiplayer.
Copy what the player has in his hand to the item frame.
/item replace entity @e[type=item_frame] container.0 from entity @p weapon.mainhand
Loading with the /forceload command has no effect.
Reason for reporting.
I made a command to stand of pin the map, but it doesn't work only in multiplayer.
I want the item frame and map to work in multiplayer over long distances.

Even one person has a problem.

Have you tried this on a vanilla server? Spigot is actually considered 3rd party software which may influence results.

You should probably report this to this bug tracker.
In multiplayer, please attach a screenshot with the debug screen (F3) enabled.
