I've search online, youtube and other to find how to get that list of commands with F3 in minecraft chat. everywhere it says to combine F3 with Q however when I do it all that happens is the chunks reload and that's it. I'm losing it here.

you gotta be shitting me, another case of ridiculous bullshit.
I just checked it, so just because I have an AZERTY keyboard and the game and everybody else thinks it's common to use QWERTY. was left in a state of stress induced panic. last time this happened I got this close to making the biggest mistake in my life.
and that's why this kind of bullshit keeps happening, because people keep assuming crap.
when are they gonna learn: DON'T ASSUME ANYTHING.

Sounds like you are using AZERTY, so the shortcut is messed up due to MC-121278. Try F3 + A instead
