[MC-238992] Sugar cane can generation can be overlaped by savanna villages

Sugarcane generation can be sometimes overlaped by village generation, so sugar cane can generate on top of grass path or some other block, even sugar cane cant be placed on top of these blocks.

This can be duplicate/related of MC-149057.
