In my new world, the spawn was on a specific block. I made sure to mark the coordinates with F3.
After gathering some resources, I made a compass. The strange thing is that it points to another block in another chunk.
I tested it creating a new world (different seed) and noticed the same compass behavior. I entered Creative, went to the End, killed the dragon and, to my surprise, the return to the Overworld was in a different location.

I don't know the seed of the world I'm playing in (Hardcore), but I've tested it on other random seeds to test it.

I understand that the compass works as intended and points to the world spawn. What seems a little odd is when the spawn (a new world; survival; hardcore; no gamerule setting)Β isΒ in another chunk. If we don't pay attention to that, we can have an error marking the spawn chunks.
The gamerule is intentionally not set to 0 by default. What you're suggesting is the first world entry being at the spawn point, with no spread, which is a feature request, not a bug.

The world spawn is the block the compass points at, there is a range in which you get respawned (determined by the spawn radius gamerule), which also happens when you first enter a world or come back from the end; when the gamerule is set to 0, or when you're in adventure mode, you will always appear at the block it points to.
This is not a bug.
