[MC-239224] growing spruce saplings fail

I'm in a plains biome and trying to grow around 40 spruce saplings next to each other.

but for some reason they won't grow in fours. 1 tree will grow, but 4 together not.

I tried adding bonemeal, but nothing happens, I just lose bonemeal.

A 2x2 set of spruce saplings will try to make a giant pine tree, make sure there's enough room for that.

Please provide some screenshots or videos of this issue occurring whilst the F3 debug screen is enabled.
