[MC-239384] Problems on activating Ruined Portal in the ocean

Tl;DR Its not possible to activate the portal with a flint and steel in the ocean. (Tried removing the crying obsidian and replacing it with normal obsidian)

Update: There's no proper way to activate the ruined portal in the oceanfloor. You have to block the portal, clear the inside of the portal with water and then it can be activated BUT, this creates a problem you cannot break the blocks while inside of the portal in Survival Mode. This means that there is no proper way out as you cannot destroy the obsidian blocks. The only way out is either by getting a friend in your location and for them to break it or initiating the /kill command.

Have crying obsidian so it won't lit

yes I tried replacing those with normal obsidian block and it won't activate.
Lava/Flint and steel can't be used underwater.

Inside the portal frame needs to be air, it is occupied by water.

True, you can activate it by emptying the water and blocking the water from the outside to enter the portal. However, this method is problematic as you can not break the blocks once inside the nether portal in survival mode. Getting inside the nether portal is a very huge dilemma as the only way out is to use the command /kill.

I know this as I have experienced such things while playing survival on multiplayer.

You shouldn't throw around reports entirely to describe a completely different issue.

Fire can't be placed underwater. If you think this should be the case, that wouldn't be a bug but a feature request.
