[MC-239892] Bedrock layers do not generate in the nether dimension

When you generate a new world in 21w43a and travel to the Nether dimension, neither the top nor bottom layers of bedrock appear to spawn. Y Level=128 is instead a large flat layer of Nylium, Netherrack, Soul Soil/Soul Sand, or Basalt depending on the biome. The same goes for Y Level=0.

Tried searching extensively before posting and couldn't find anything. Maybe I need to get better at searching more thoroughly but I think searching could be optimized to make it easier to catch things like this
