[MC-240216] Swords can't be enchanted with level higher or equal to 8bit integer limit

I have attempted to get a 32K level diamond sword but instead got max of level 255

How to reproduce run command /give @p diamond_sword{Enchantments:[

{id:sharpness,lvl:32767}

,{id:looting,lvl:32767}]}

32K Swords exist in 1.17.0 and older still

All 1.18 Snapshots are affected
