[MC-240242] 1.17 Experience Scoreboard Broken

When a player's experience is set to zero, for some reason an experience scoreboard will not be set to zero even after the scoreboard is reset.

minecraft is having tough time interpreting 0 for all of the scoreboards, so maybe this is a part of this issue
