hello, at first i started to play Minecraft and i really like it, and i wanted to play a normal survival game, and started the game with cheat off, after few hours i discovered that i can use cheats and creative mode ( Open-To LAN option ), i'm not gonna lie to you guys i felt like i don't want this, i have searched on internet for any option that allows me to turn creative mode off permanently from my world, something like when you lock your game on hard, but i didn't find that, i keep searching until i found a video shows how to use command block to turn off creative mode, i did everything in this video and it worked but i got one problem,
when i go far from that block, i can turn on creative mode again using commands, when i get close to the command block , it force me to survival again, and so and so,
away from command block ( i can use creative mode by commands,
near the command block, ( force me to survival ),
Well, did i miss something ? and why this happens ? the only thing i need is to turn creative mode and cheats off in my world and never turned on again what ever happen till i delete the world, can i do this ? i don't want any chance to get creative mode or cheats back,

It's simple, you just need to place that command block in the perma load chunks of the spawn or you car use the /forceload commande to keep the chunk load all the time.
By doing that you command block will stay loaded all the time and continue to set in survival.
But why not just keep your cheat off when you open a lan ?
