Deepslate does not generate below Y=0 in Badlands or Wooded Badlands Biomes

The Bug

The deepslate that's supposed to replace stone below Y=0 doesn't work if it's under a Wooded Badlands biome or badlands

Reproduce

  • Create a world

  • Do /locatebiome badlands

  • Go below Y = 0

Observed Result

Stone generated

Expected Result

Deepslate would generate

I'm getting Stone generating instead of Deepslate in savanna_plateau (which has birch_forest under it).

This anomaly seems to persist in the forest and flower_forest biomes as well.

Hmmmm, this seems to be happening in any biome I visit.

In most existing areas, it seems that nothing has generated below y=0, and the bedrock remains there. In one pre-existing area of my world (a badlands biome), deepslate did generate in place of bedrock below 0, but no other new generation, as was expected.
