The border between 1.17 area and 1.18 cold biome is unnatural.

1.18 cold biome area generates unnatural ice block border.
The biome of this unnatural ice block area is not "ocean" biome but snowy_plain, snowy_taiga, and so on.

if you have a old chunk next to a newer chunk it will do that
if that's the case, be glad that that is all that happened because it gets waayyy weirder than that.
To summarize what I think is happening, your old chunks that were already loaded in formed a straight line. 1.18 changed what biomes form where because they added a whole lot of more new biomes in, so the new chunks are now "cold' chunks that turn water into ice. This means you have a divide between cold and un-cold chunks that just so happens to be in a straight line. Minecraft tries to smooth it out, but it really just cant and that is the result. This happens in my realm too, but the difference is sea level and a 200+ block high mountain that goes from 64 blocks above bedrock to around 250 blocks high in less than 10 blocks. Yes, it does look very intimidating and yes, it is a PAIN to get around. Also, random spots of water and spruce leaves form around the old and new chunks and I have spent hours trying to clean them all up because it looks ugly and I dont want to have an ugly realm
