[MC-240905] Generation bug near the ocean

I opened 21w44a, and I created a random world.

After I walked a lot, I found a bug generation between a mesa biome and the ocean.

You can see the seed and the coordinates on the screenshot below.

Aquafiers do not only generate far underground, they can generate on surfaces too. This is an ocean, hitting a shore, which has an aquafier 1 block further.
100% intended.
