Bedrock remains in place at Y level 0 and going into spectator mode to fly around under Y 0 just shows old chunks with the Y 0 bedrock. No deepslate is generated and no mew caves are generated. The bedrock is not lowered to Y -64.

did you update the world to 21w42a if so that is why don't know why it is that version that makes the world gen glitch out in old gen
I did. I have been updating every snapshot since I think 21w39a with this world. I skipped 21w44a due to some bugs I didn’t want to deal with with the bedrock not generating, so this world came from 21w43a—>1.18pre1
