A previous texture pack works fine with 1.18 Pre-release but the game says it's an old version.

 

After changed the texture pack to "pack_format": 8, the game ignores the texture pack.

Please provide the texture pack you're using

Mojang doesn't support texture packs

Somehow it works from a file but not from a directory.
