Have you tried restarting your device as well?
This is not necesarilly true. I've been doing seed hunting for the past month and a half or so with these snapshots and the mountain sizes seem to be fairly consistant. It's just that the very tall jagged peaks mountains are QUITE rare. I'd love if they made them a bit more common but that's another topic.

Just wanted to chime in and I've been doing some seed hunting on 21w37a last week this also happened to me on a small handful of seeds I generated. Unfortunately I didn't keep track of the seeds. I'm continuing to seed hunt and will post any other seeds that have this issue.
You can add that this bug also affects version 21w37a.
This still happens in 1.18 for sure. I created a superflat world as a flower_forest biome, and set up command blocks to delete grass and tall_grass blocks and started bonemealing for 30 minutes. Not a single lily of the valley appeared ANYWHERE. Cornflowers were somewhat rare. Based off of this image from an earlier unknown version, it looks like lily of the valley are supposed to spawn around cornflowers, but that did not happen. I can conclude that there is some issue here.
