This is hard to reproduce due to MC-219200, but i can confirm the azalea trees generating on top of trees.
I can confirm that azalea trees generate in spots that are most likely not intended. Use the seed: -7278925848930483343 and go to the coordinates: -35 120 97.

Confirmed. My assumption is the game prioritizes Bamboo over Azalea and the bamboo is seen as a 'solid' surface for generation.
@unknown please provide the seed and coordinates of the 1.18 pre-release 1 location. As in this version Azalea trees can't generate at the moment due to MC-241278 make sure you are actually testing reports before you say confirmed in X version

I can confirm that the azalea tree generates on top of the giant mushroom using the provided seed and coordinates in 21w38a.
Additionally, a user on Twitter says that an azalea tree generated on top of another tree for them, but I was not able to confirm the Twitter user's claim. When I use the seed and coordinates from the Twitter user's screenshot, no azalea tree generates at that location.
