Issue generating villages on edge of old world

With the biome blending/world blending feature villages will sometimes generate in really weird ways.

There's this bug MC-140452 where villages generate in air, but this seems like a different issue

Duplicate of MC-239865 which was later resolved as "Won't Fix".
