[MC-241822] Right click no longer works on cats

I used to be able to right click on cats to make them sit down or move. That suddenly stopped working. They do not respond to right click, and if I use left click I will hit them. I can still feed them fish and they will enter love mode.

I am not using any add-ons or resource packs.

My right-click works on all of the work blocks.
