Happened to me too in a world I had since 1.12: 7 wolves, none of them standed up, I had to kill all of them :'(
The only explanation I can figure out is that there is a problem when you update a world to a newer version and for some reason it happens

yea.. i think that happen because of world saving process.. its kinda annoying though.. i try to figure this out by checking the nbt tag of those wolf.. but its kinda waste of time due to many chunks i had

as far as i know from the forum.. this wolf bug exist since 2011 and they just recommend to kill them and find another wolf...

I sadly realised that in 1.15.4 I cannot right click on my cat and my dog. Is there a way to modify them via game files to fix them?

MC-193573 claims that this issue might be caused by taming an animal while your computer is not connected to the internet. Alternatively, MC-196230 claims that taming an animal while playing the demo version causes this issue too.
For players experiencing this issue, if you have access to commands (or are willing to temporarily open your singleplayer world to LAN to enable cheats), running one of the below commands while standing next to your pet might fix your issue:
Wolf
/data modify entity @e[type=minecraft:wolf,distance=..5,limit=1,sort=nearest] Owner set from entity @s UUID
Cat
/data modify entity @e[type=minecraft:cat,distance=..5,limit=1,sort=nearest] Owner set from entity @s UUID
Parrot
/data modify entity @e[type=minecraft:parrot,distance=..5,limit=1,sort=nearest] Owner set from entity @s UUID

@unknown, literally just type the four capital letters "UUID". The provided commands are already complete; you just need to copy and paste them, and run them while standing within 5 blocks of your pet.

(similar issue on server with plugins?) Right clicking the animal with a food item allowed me to sit/stand my cat.
I could not seem to reproduce this in 24w46a. I joined a world in online mode, tamed a wolf, and then closed both the game and launcher. I then unplugged my internet connection and turned off my Wi-Fi, then booted the game up again. After loading into the world and trying to make the dog sit/stand, it was able to.
Are there any necessary steps or setup requirements I am missing? If so, some additional context would be appreciated.
