[MC-242015] Azalea roots left exposed by generating near to lower terrain

If an azalea tree generates too close to terrain that is a block lower it's roots will be exposed

i am not talking about the block directly under it.

Hmm, that's odd, no azalea trees generate there for me...?

On second try, they are there... yet another bug to report!

@unknown I think that is caused by MC-219200.
