[MC-242049] Nether stem tops are not animated

The bug.

Even though MC-221172 was fixed and the texture was directly taken from Bedrock files, it should at least have an animated texture in order to match its sides.

I can confirm this. Just for clarification purposes, both Bedrock Edition and Java Edition do not animate the top textures of warped and crimson stems. This could be working as intended, however, that isn't my decision to make.

Yeah, both editions don't have animated textures for nether stems, but they should in 1.19.
