Swamp floors (sand patches) do not blend properly in chunks generated in 1.13 or earlier

Upon loading some old chunks from 1.6.4, the floor of the ocean does not blend like it should. The block palate has a harsh change from the legacy sand/dirt/clay to solid gravel or mostly solid dirt in the case of the swamps. It is very noticeable and will impact any chunk that uses the legacy block palate which I believe includes versions up to the update aquatic (1.13).  Screenshots of the results are included.

The ocean floor is fine, it's the biomes that have sharp edges.

I think this is fine, 1.13 was the aquatic update, most of the textures got remade and because the chunks were already loaded, the water color and floor looks a bit different.

The sharp border here stems mainly from the fact that the sand patches that are visible on the left have been removed from swamps at some point iirc.

Gravel and sand patches were removed from swamps in 1.7 (MC-170708).

Yes, correct. The sand should be considered when blending an old sand floor with a new one.

That would make this a feature request @unknown the purpose of of blending is for old terrain to work with new terrain because clay and sand were removed from swamps it blended it with the new features.
