[MC-242550] Rails in mineshafts can sometimes generate on air/cobwebs

Rails in mineshafts can sometimes generate on air or on cobwebs, even through rails can't be supported by these two blocks. Updating those rails will break them.

What about the cobwebs however? I dont see that cobwebs are mentioned in the MC-125343.

This would still be considered a duplicate of MC-125343, which is a report about how overlapping structures can cause mineshaft rails to generate without being properly supported. I will be updating MC-125343 to reflect this. 🙂
