[MC-242830] In single biome worlds giant oceans are generating

In every single biome world there is a huge ocean generating in the world, structures like outposts and villages generate floating above this ocean. In snowy biomes this ocean is frozen.

The ground of this ocean is just gravel, apart where the game tries to generate lakes.
