Nether Portals below y=0 do not exit where they were entered from

NOTE: this only happens when you have a simulation distance of 6
NOTE2: attached is a copy of a world where it happens, go to /tp @s -344 -17 1100{*}{*}

Nether portals created below y=0, when entered, and then exited through the nether, do not link back to the portal where they were created, but back to a new portal that is above y=0

Steps to Reproduce
1. create a new world
2. go to below y=0
3. create nether portal
4. enter said portal
5. go back through from the nether side
6. notice you are at a different spot above y=0

This appears to only happen on the first portal created in the world.

 

here is the seed where i first encountered it 1246452083871082405 and then /tp @S -344 -17 1100 then build a nether portal in this exact spot

Tried this in two worlds, including the seed you mentioned. The portals were correctly linked.

The ratio of the nether to ovw is 1:8 so when you go to the nether, the portal will find another portal and send you out, but when you come back, the first portal may be too far away to find.

It's more like "invalid" than "cannot reproduce. i think
