[MC-243585] Default texture pack shows up as incompatible

I was trying to add my own texture pack, when I saw that the default texture pack for 1.18 shows up as incompatible.

Steps to replicate:
1. Go to the resource pack tab

It may a duplicate of MC-197355, but it's still a bug that should have been remedied in 1.17, but it appears it wasn't.
