What I expected to happen was...:
I expected the goat to walk normally in the snow
What actually happened was...:
The goat sank for some reason in the snow
Steps to Reproduce:
1. Spawn a goat or push one into powder snow
2. She will just sink

I don't think this is a bug. According to the wiki, Goats will avoid going into Powder Snow and will even jump over it, but it doesn't say that they can walk over it.
