[MC-245059] End ship generates without Elytra

(This also happens on 1.17 but there is no option for it)
Seed: -7879282982849783000, coords in image.

I was able to verify that this is an issue with world generation.
p/s: The elytra wall and the dragon head seems to collide with the chunk border.

Environment

OpenJDK 17, Linux (Pop_OS! 21.04, Kernel 5.13.0-7620-generic), AMD Ryzen 5 3500U with Radeon Vega 8 Gfx.
