[MC-152094] End city/end ship generation gets cut at chunk borders sometimes

The bug

I encountered a particular oddity, in which an end ship was cut at the front portion where the Elytra would generate at. I suspected that I was standing at the edge of a chunk, and sure enough, I was. I don't know how, but something about end ships get messed up at the chunk border.

Seed and coordinates? If this could be reproduced regardless of whether the terrain has been interrupted then it's not MC-96998. Edit: confirmed that this is consistently reproduceable

MC-125615 had the exact same issue that caused the front of the end ship to be cut off for some end cities.

Yeah it does look like that bug, which makes things even stranger because that bug was apparently fixed. Has it returned with a vengeance?

I've encountered this for 2 different end cities on 1.14.2 and opened up MC-153193 for it before seeing this report. Restoring from a backup and regenerating the end city does not resolve the issue.

The end city/ship seems to only generate in 17*17 chunks (center of which is the beginning chunk of end cities' generation). So, if an end city generates begin at chunk(64,64), it can only generate from chunk(56,56) to chunk(72,72), if it tries to generate out of the area, it will be cut off.

The end city generates begin at chunk(64,4),so it can only generate to chunk(56,4), then the end ship cut off at X=896.
