yesterday i perchest an accunt for mincraft and tryed to instole it on my laptop after the luncher windo popt up and started the dwonlode my competer dident let me instole is giving me this eror code 0x803F 8001

Try downloading Minecraft from the official website and not from the Microsoft store. It's much more stable and this bug probably won't show up
