Potential workarounds:
Log into the Microsoft store: ms-windows-store://signin (copy this into your browser address bar)
If you have the new Xbox app installed, click "Get" while signed into your account in that. You can get the new Xbox app at https://www.xbox.com/en-US/apps/xbox-app-for-pc (based on this comment)
WSRESET: Press the [Win] + [R] keys on your keyboard simultaneously, enter "WSReset" in the window that comes up, and confirm with [Enter]. Then try going back to the Launcher's listing in the Store and reinstalling.
Log out of the Xbox app, Microsoft Store and Launcher and then restart your PC. Then. log back into all 3 with the same Microsoft account

I can't enter to minecraft launcher
The Minecraft Launcher license is not currently available for your account. Make sure you're signed in to the Microsoft Store and try again. We include an error code if you need it: 0x803F8001.

Please log into the Windows Store as this may resolve the issue: ms-windows-store://signin (copy and paste into your browser and you will receive a pop-up prompting the Windows Store app to open).
Do you get this error when you launch the launcher or when you try to launch the actual game?
As well as what @unknown said, if you have the new Xbox app installed, click "Get" while signed into your account in that. I was able to fix this error that way. You can get the new Xbox app at https://www.xbox.com/en-US/apps/xbox-app-for-pc.
Edit: I'm on Windows 10, that may factor into it.
I redeemed the game code on the page and it does not appear in the microsoft store and it gives me an error when starting the launcher, solve it please I have been counting you for several days
This issue seems to be a system one. It may be caused by various factors. This issue can occur for any other application downloaded from the Microsoft Store.
The workaround is provided to fix the issue for the Launcher, please try it first to solve your problem. Link to relate to:

As for now we do not find any reproduction steps so I set the issue as awaiting response. If any of the Users find reproduction steps, please, comment it below.

i need help, im stuck with this problem, tried everything on this post and on microsoft answers and absolutely nothing works, called microsoft support and they said only mojang support can provide help about java edition so... SOS
Reopening this issue as WSRESET and the launcher troubleshooting steps now posted on the MC discord server appear to solve this issue 9/10.

I got redirected here after posting a duplicate issue. WSreset did not work for me. However, going to the minecraft page on xbox application, clicking '...' and 'manage' allows to reset game files which worked. Make sure to back up any worlds and resource/data/mod packs first! Thanks to the mod team for helping out.
MCL-19984 has a fix for this issue
